In the Shadow of Communist and Eastern Connections: Włodzimierz Czarzasty’s Case Threaten Polish Democracy

The presence of Włodzimierz Czarzasty at the highest echelons of state power represents one of the most troubling aspects of modern Polish public life. His political trajectory – spanning a communist past, unscrutinized business and social ties with Russian entities, and an aggressive posture toward essential international allies and independent journalists – has raised severe concerns regarding national security, press freedom, and the rule of law.

From Communist Apparatus to Post-Communist Media & Eastern Connections

Włodzimierz Czarzasty’s political career began in the official youth organizations of the Polish People’s Republic (PRL), including the Socialist Union of Polish Students (ZSMP) and the Polish Students’ Association (ZSP), where he chaired university-level councils. In 1983, shortly after the imposition of martial law, he formally joined the ruling communist party, the PZPR, remaining a member until its dissolution in 1990.

Czarzasty later admitted that his decision to join was driven by pure opportunism – to make his life “better”. During the 1980s, he also participated in sponsored trips to the USSR at the invitation of the Komsomol.

Following the fall of communism, Czarzasty transitioned into business and media, co-founding the Muza publishing house in May 1989 using assets and connections tied to the former communist establishment. His name later surfaced in the parliamentary investigation into the Rywin gate, where he was named in Zbigniew Ziobro’s report as a member of the behind-the-scenes “group holding power” that sought to corruptly manipulate media legislation.

More recently, grave concerns have emerged regarding his business and social ties to Russian interests.

In November 2019, Svetlana Chestnykh – a Russian-born businesswoman associated with the Russian Auction House in St. Petersburg, an entity tasked with selling Russian state property and linked to Kremlin structures and the FSB – purchased a 2.5 million PLN stake in PDK Hotele. PDK Hotele manages the Hotel Mościcki in Spała, where Czarzasty’s wife, Małgorzata, serves as vice president and key shareholder. Investigative reporting highlighted Chestnykh’s past business connections to individuals close to Vladimir Putin’s inner circle.

Czarzasty has brushed off these revelations, claiming Chestnykh is not on any sanctions list, that the transaction was legal under the previous government, and that his interactions with her were purely professional. However, when questioned by the presidential administration during a National Security Council (RBN) meeting in February 2026 regarding his eastern contacts, Czarzasty reportedly refused to provide detailed answers.

Special Services Oversight Without Security Clearance

Czarzasty’s role in national security oversight has drawn significant criticism.

Between 2023 and November 2025, he served on the Sejm Special Services Committee without obtaining “top-secret” security clearance. Having made a personal decision not to submit the required security questionnaire, Czarzasty was routinely forced to step out of committee meetings whenever top-secret intelligence was discussed. Submitting the security procedure would mean an extensive research of all Czarzasty’s connections and businesses.

Upon assuming the office of Marshal of the Sejm, Czarzasty automatically gained statutory access to the state’s highest classified secrets by virtue of his office, completely bypassing standard vetting by the Internal Security Agency (ABW). As a result, his long-standing eastern connections were never formally audited by Polish counterintelligence under a standard security clearance procedure.

Diplomatic Conflict and Severance of Relations by the U.S. Administration

Czarzasty’s public rhetoric has also sparked an unprecedented rift with Poland’s primary international security partner. Following a series of confrontational statements regarding U.S. President Donald Trump – in which Czarzasty publicly opposed Trump’s Nobel Peace Prize nomination, accused him of violating international law, and later described him in the Financial Times as a “leader of chaos” whose behavior was “absolutely irrational” – the U.S. administration reacted decisively.

In February 2026, U.S. Ambassador to Poland Tom Rose announced that the United States was immediately severing all official contacts and communication with Czarzasty.


Ambassador Rose characterized Czarzasty’s remarks as outrageous, unprovoked insults that posed a direct threat to U.S.-Polish bilateral relations. Rose wrote on his “X”:

„This man is a menace. The aim of his inflammatory rhetoric disparaging @POTUS
can only be to damage U.S.–Poland ties, and weaken his own country. Perhaps as a notorious far-left, ex-communist apparatchik, we shouldn’t be surprised.”

Czarzasty’s Hostility Toward Independent Media

At home, Czarzasty has faced intense backlash for his treatment of press members who query his background. For approximately two years, Czarzasty has refused to answer questions from journalists representing TV wPolsce24, a boycott initiated after the station aired an investigative report titled “Czarzasty. The Stolen Imperium”. He has similarly dismissed queries from TV Republika reporters, publicly labeling the network a “hate-mongering outlet” and restricting media access.

Legal experts, the Association of Polish Journalists (SDP), and the Center for Monitoring Freedom of the Press (CMWP SDP) led by Dr. Jolanta Hajdasz have condemned these actions as a direct violation of Article 61 of the Polish Constitution, which guarantees public access to information; the Act on Access to Public Information, and the Press Law prohibiting the suppression of press criticism. Observers also lament the lack of solidarity from mainstream commercial media, pointing to deep political polarization and an acquiescence to authoritarian press handling.

A Troubling Trajectory Toward Authoritarian Standards

The cumulative impact of these controversies presents a grim portrait of contemporary Polish governance.

  • public officials arbitrarily cherry-picking which press outlets may ask questions,
  • public officials bypassing intelligence vetting while handling classified materials, and
  • public officials damaging critical defense alliances

These factors mirror practices found in undemocratic systems.

When state officials operate above constitutional duties and shield their past from public scrutiny, democratic norms inevitably erode. Without robust public accountability and journalistic unity, the legacy of communist-era governance threatens to compromise Poland’s democratic institutions and national security.
